Deb Flores, LSW, MPA
Expert Panel Member - Appointed by Gov. Mike DeWine
As the Chief Executive Officer of the Zepf Center, Flores leads a Toledo-area nonprofit that provides behavioral health and vocational services to youth and adults with severe and persistent mental illness. Flores began her career as a frontline social worker working in an outpatient Community Mental Health Center. A proud graduate of the University of Toledo, Flores left the social work field to serve in various capacities at the university, including as the Coordinator for Hispanic Outreach Programs. Following her time at UT, she served as Division Director at the Lucas County Department of Job & Family Services and Child Support and was later promoted to Executive Director. Over her more than 30 years of work in and around the Toledo community, Flores has served on numerous nonprofit boards and received numerous awards, including the “20 Under 40” Leadership Award; the 2010 YWCA Milestones: A Tribute to Women Honoree – Social Services Award; the 1996 Outstanding Minority Alumni Award from the University of Toledo; and the 2008 Outstanding Director Award from the Job & Family Services Association. Most recently, Flores was inducted into the University of Toledo’s Inclusive Wall of Honor. A lifelong Toledo resident, she surrounds herself with family including her husband, Tony, together raising six children and now becoming proud grandparents.
Flores sees her role on the Expert Panel as an opportunity to support the unseen in her community and around the state.
